Applications are invited from the citizens of India for the post(s) in different Departments of H.P. on the prescribed application forms so as to reach in the office of the Commission complete in all respects on or before 12-04-2010 by 5.00 P.M. Last date for receipt of applications for the candidates residing in Andaman & Nicobar Islands, Lakshdweep, Ladakah Division of J&K State , Sikkim, Assam , Tripura, Meghalaya, Nagaland, Manipur, Mizoram, Arunachal Pradesh, Bharmour & Pangi Sub Div. of Chamba Distt. , Dodrakwar Sub Division of Shimla Distt., Kinnaur and Lahaul & Spiti Districts of Himachal Pradesh , whose applications are received by post from these areas is 27-04-2010 by 5.00P.M. Department of Higher Education H.P.
Principal (College Cadre) Class-I Gazetted. 02 (General Ex- Serviceman) (Backlog)
Pay Scale:-
Rs. 12000-18300/- (Minimum at Rs. 12840/-)
Essential Qualifications: (i) A good academic record with at least 55% marks or an equivalent of 55% marks wherever the grading system is followed in Master’s degree level in the relevant subject from an Indian University or a Foreign University recognized by the Govt. of India.
(ii) A candidate with Ph.D degree or its equivalent should have 15 years of regular teaching experience in the degree classes of Colleges affiliated to an University.OR A candidate without Ph.D degree or its equivalent should have 20 years of regular teaching experience in the degree classes of colleges affiliated to an University.
(iii) ‘B’ in the 07 point scale with letter grades O,A,B,C, D,E, and F shall be regarded as equivalent of 55% wherever the grading system is followed.
Desirable Qualification: i) Knowledge of customs, manners and dialects of Himachal Pradesh and suitability for appointment in the peculiar conditions prevailing in the Pradesh.

Lecturer(College Cadre) Class-I(Gazetted) on contract basis):-164 (Category wise break up of posts (Backlog) given hereunder)
Pay: Rs. 12000/- PM
Essential Qualifications: (i) A good academic record with at least 55% marks or an equivalent of 55% wherever the grading system is followed in Master’s degree level in the relevant subject from an Indian University or an equivalent degree from Foreign University recognized by the Govt. of India.
(ii) For the Lecturer in Fine Arts also i.e Commercial Arts , Drawing and Painting and Sculpture , Master’s Degree in Fine Arts having good academic record with 55% marks or equivalent of 55% wherever grading system is followed.
(iii) A relaxation of 5% is provided from 55% to 50% marks , at the Master’s Degree for the SC/ST categories and persons with disabilities,
(iv) A relaxation of 5% is provided from 55% to 50% of the marks to the Ph.D. degree holders, who have passed their Master ’s Degree prior to September, 1991.
(v) “B” in the seven point scale with letter grades O, A, B, C, D, E & F shall be regarded as equivalent of 55% wherever the grading system is followed.
(vi) Candidates besides fulfilling the above qualifications should have cleared the eligibility test(NET) for Lecturers conducted by the UGC, CSIR or similar test accredited by the State Public Service Commission.
(vii) NET shall remain the compulsory requirement for appointment as Lecturers for those with post graduate degree. However, the candidates having Ph.D. Degree in the concerned subject are exempted from NET for PG level and UG level teaching. The candidates having M.Phil degree in the concerned subject are exempted from NET for UG level teaching only.

Department Of Fishries
Assistant Director Fisheries (Class-II Gazetted): 01 Reserved for orthopaedically handicapped/ hearing impaired of H.P.
Pay Scale: Rs.7000-10980
Essential Qualification: (i) Master’s degree in Zoology or Fisheries of a recognized University/ or Associate Diploma of the Central Institute of Fisheries Education Bombay or its equivalent. (ii) Minimum three years experience in Management and Development of Fisheries.
OR
(i) B.Sc. with Zoology as one of the subject or B.Sc. (Fisheries) from recognized University or it equivalent. (ii) Minimum 5 years experience in management & Development of Fisheries.

Department Of Labour & Employment
Assistant Director Factories (Chemical) (Class-I Gazetted): 01 (General)
Pay Scale:

Essential Qualification: Degree in Chemical Engineering from any Institution/Board/University recognised by State/Central Government or its equivalent.
(b) Should have practical experience of at least 2 years in the relevant field in a manufacturing workshop of either a public sector undertaking or under Company Act, 1956.

Department of Technical Education H.P.
Lecturer Computer Engineering, Class-I (Gazetted):- 02 (Sch. Caste of H.P.=01 & Orthopadically Handicapped of H.P. =01. (Backlog)
Pay Scale Rs. 7880-13500/- (with start of Rs.8000/-)+ 400 SA
Essential Qualifications: Bachelor degree in Computer Engineering from a recognized University/Board/ Institute recognized by H.P. Govt./Central Govt. OR
Bachelor’s degree in Electronics Engg. with computer Engg. as one of the Elective subject from a University/ Board/ Institute recognized by the H.P. Govt./Central Govt.

Department of Planning, H.P.
Assistant Research Officer, Class-I I, Non Gazetted:-01 reserved for Hearing impaired persons of General category of H.P. (Backlog)
Pay Scale:-Rs.6400-10640/-
Essential Qualifications:
Master’s Degree in Economics with Statistics /Master’s Degree in Mathematics /Master’s Degree in Statistics or its equivalent from a recognised University.
Desirable Qualification:
(1) Three years experience in the field of collection, compilation of Statistical data;
(2) Preference will be given to those who have higher qualifications and experience in the line;

Department of Information & Public Relations H.P.
Asstt. Public Relations Officer, Class-II (Non Gazetted) on contract Basis: 04 (General=03 & OBC of H.P. =01) Rs. 14500/– Fixed salary in the pay scale of Rs. 10300-34800/-
Essential Qualifications:
1. Bachelor’s Degree or its equivalent from a recognized University .
(2) Bachelor of Journalism and Mass Communication/Public Relations or its equivalent or post Graduate Diploma in Journalism and Mass Communication/Public Relations from a recognized University.

Essential Qualifications: A recognised BDS Degree from the Indian University constituted under the Statue or an equivalent qualification and having recognised post graduation degree or its equivalent in the concerned speciality and possess at least three years teaching experience as Lecturer (Dentistry) in a Dental College recognised by Dental Council of India in the concerned Speciality after doing post graduation in the concerned speciality.
Desirable Qualification: Knowledge of customs, manners and dialects of Himachal Pradesh and suitability for appointment in the peculiar conditions prevailing in the Pradesh.

Assistant Professor Orthopaedics (RPMGC TANDA): 01 General category
Pay scale: Rs. 16350-20100/-
Essential Qualifications: (i) A recognised medical qualification included in the first or second schedule or Part-II of the third schedule (other than licentiate qualifications) to the Indian Medical Council Act, 1956. Holders of Educational Qualification included in Part-II of the third schedule should also fulfil the conditions stipulated in sub-section (3) of section(13) of the Indian Medical Council Act.1956.
(ii) M.S.(Orthopaedics) M.Ch.(Orthopaedics) Speciality Board Orthopaedics Surgery(U.S.A.)
(iii)At least three years teaching experience as Lecturer / Registrar / Demonstrator/ Resident after doing post graduation in the concerned speciality in any recognised medical college. Desirable Qualification: (i) Knowledge of customs, manners and dialects of Himachal Pradesh and suitability for appointment in the peculiar conditions prevailing in the Pradesh.
(ii) Publication of research papers in Index Journals.

Department Of Health & Family Welfare,H.P
Medical Officers (Dental), Class-I (Gazetted) on contract basis, through Rogi Kalyan Samitis: 01 (General Ortho. Handicapped of H.P.) (Backlog)
Contractual Consolidated remuneration/ Salary Rs. 20,00/-P.M.+ incentive as per special areas.
Essential Qualifications: (i) A recognized degree of Bachelor of Dental Services recognized by the Dental Council of India.
(ii) Completion of compulsory rotating internship.
Desirable Qualification: (i) A Post Graduate Degree (MDS) in Dentistry.
(ii)Knowledge of customs, manners and dialects of Himachal Pradesh and suitability for appointment in the peculiar conditions prevailing in the Pradesh.

Drug Inspector ( Class II) Gazetted: 01 for General Category.
Pay Scale of Rs. 6400-10640/-
Essential Qualification: Bachelor’s degree in Pharmacy or Pharmaceutical chemistry or a Post Graduate Degree in Chemistry with Pharmaceutics as essential subject of an university established in India by the Law or its equivalent qualification recognized and notified by the central Government for such purpose or the Associateship Diploma of the institution of Chemists (India) obtained by passing the Examination with “Analysis of Drugs and Pharmaceuticals” as one of the subject Bachelor’s Degree in Science or Graduation in medicine of an university recognized for this purpose by the appointing authority and has had at least one years post graduate training in a laboratory under
(i) a Government analyst appointed under the act, or
(ii) a chemical Examiner
(iii) the head of an institution specifically approved for the purpose by the appointing authority. Provided that only those inspectors
i) who have not less than 18 months experience in the manufacture of at least one of the substances specified in schedule-C: or
(ii) who have not less then 18months experience in testing of at least one of the substances specified n a schedule-C in a laboratory approved for this purpose by the licensing authority OR
(iii) who have gained experience of not less than 3 years in the inspection of firm manufacturing any of the substances specified in schedule “C” appended to these rules during the tenure of their service as Drug Inspectors shall be authorized to inspect the manufacture of the substances mentioned in schedule- C.
Desirable Qualification: Knowledge of customs, manners and dialects of Himachal Pradesh and suitability for appointment in the peculiar conditions prevailing in the Pradesh.

Department of Agriculture, H.P. (H.P. State Agriculture Marketing Board) Secretary, Class –I (Gazetted)Grade ‘A’ on contract basis: 01 (Gen. Visually Impaired of H.P. ) (Backlog)
Pay Scale: 7220-11660/- Contractual amount Basic Pay + D.P. (10830/-) P.M.
Essential Qualifications: (a) B.Sc. (Agr./Hort.) or M.Sc. (Agri./Hort.) followed by MBA preferably in Agri. Business from any recognized University /Institution or diploma in Marketing Management from recognized University or Institution.
Desirable Qualification: (i) Possessing 05 years experience on Agricultural produce mainly in Govt./Public Sector Undertaking autonomous Body.
(ii)Knowledge of customs, manners and dialects of Himachal Pradesh and suitability for appointment in the peculiar conditions prevailing in the Pradesh.

Age:
(i) For All Posts: 45 Years and Below.
(ii) There is five years relaxation in upper age for SC / ST / OBC/ WFF / Persons with disabilities of Himachal Pradesh. For H.P. Govt. employees and Ex-servicemen of H.P. relaxation is as per Government instructions.
(iii) Age of a candidate shall be reckoned as on 01-01-2010.

Ex-servicemen unless discharged at their own request before completion of normal tenure and visually impaired candidates of H.P. are exempted from payment of application fee. Fee once paid will not be refunded

How to Apply:
(i) Candidates are required to visit http://www.hp.gov.in/hppsc/ and download the Application Format.
(ii) Demand draft for examination fee may be prepared in favour of Secretary, H.P. Public Service Commission, Nigam Vihar, Shimla-2, payable at Shimla.
(iii) Paste your one recent photograph, sign in the specified box and send the Application Form duly signed by you (along with Demand Draft) by Registered / Speed Post on or before 12-04-2010 to “ The Secretary, H.P. Public Service Commission, Nigam Vihar, Shimla-171002” The application, complete in all respect can also be deposited in the office of the Commission in person. The benefit of additional time prescribed to candidates of remote / Tribal areas will be given only when the applications are sent through post offices from such areas. No such benefit will be given if applications are received through courier or by hand.
(iv) In service candidates may apply to the Commission with advance copy alongwith requisite fee with information to their Head of Departments/Employer for issuing NOC. No in service candidate will be interviewed unless he/she brings NOC from the concerned employer.
(v) Copies of following documents may be attached with the applications:-
(a) matriculation certificate or its equivalent, showing the date of birth.
(b) degree / detailed marks certificates of essential educational qualifications and experience, if any.
(c ) S.C./S.T./ OPRC certificates. The S.C./S.T./OBC certificates must be on paternal lineage on the proforma prescribed by the Govt. and issued by competent authority of the concerned area in Himachal Pradesh.

Others Conditions:
(i) The Commission will not be responsible for any delay in receipt of applications, due to any reasons whatsoever.
(ii) Disputes, if any, shall be subject to Court jurisdiction at Shimla.
(iii) It may be ensured by the candidates before submitting the applications that furnishing of false information and documents or suppression of any factual information in the application form would entail disqualification. If the fact that false information / document(s) has been furnished or that there has been suppression of any factual information in the application comes to notice at any time during the service of a person, his service would be liable to be terminated. No columns should be left blank in the application form.
